change mail recipient in picture manager

In my Office 2003 Picture Manager, when I right click a picture to send to mail recipient it goes to Outlook. I wish it to change it to Outlook Express. Now I have went to IE, Tools, Options, Programs, E-mail and changed the default to Outlook Express. In my Office Word and Excel it does not go to Outlook, it only does it in Picture Manager.
