change major scale on the report

Hi,

We can set time scale like for 1,2,3 ..weeks. But that specifies its own
dates..like aug 29, sept 12....
How can I specify my own major scale..like aug 01 to aug 15 and aug 16 to
aug 31 adn so on..its biweekly..
