Change Manager, but not owner of certain tasks in Project

Hi, I am currently trying to restructure the way my company uses MS Project
and Web Access. We currently use MS Project and Web Access 2003. The
question I have is regarding allowing certain individuals, we will call them
"Department Leads" to be able to approve time for their department's tasks in
an overrall project that also has many other departments involved. So,
basically, I will need the one department lead for each department(example:
HR, IT, R&D, etc.) to be able to approve updates ONLY from their department
team members and their department's tasks in Web Access. How can I designate
them to do this while still keeping myself as the "owner" and admin of all
projects on the server. Currently I am the admin and I approve all updates,
but the department leads would like to take on this responsibility so that
they can more closely monitor their team's updates and approve them. Please
let me know instructions on how to achieve this? Thanks.

This is a good description of how to become the manager of specific
assignments within a project. Just to add a bit more detail:

1) Each department lead will need to be able to open and edit the project
plan within Project Professional in order to select and re-publish only
their specific resource assignments.
2) It might be usefully to tag the tasks as being part of which department.
You can then create a filtered view by department which would make the
re-publishing a lot easier.
