Change outlook 2007 default setting

Hi,

Could I change the default setting under Tools -> Options for all users?

For example: I want to turn off the AutoArchive or "Save Copies of Messages
in Sent Items Folder" which may apply for all users. So when I create a new
windows user (named User1) and login as User1, User1 will see AutoArchive or
"Save Copies of Messages in Sent Items Folder" turn off by default in his
outlook 2007
