Each new page defaults to the current date and time. When changing the time,
the only options are hours and half hours. Is there a way to actually enter
a time and not select one from the drop down list?

Unfortunately no. You'd need to just delete the time that's shown there
and manually type in your new time.

The default new time is the present time, which would usually be correct
you'd think, but if you want a different time and the 30 minute
approximations aren't close enough you'll have to do it manually.
