Change Picture option in MS Word 2007

I don't have the Change Picture option in the Adjust tab.

I went into the Word Options and was able to add it to my Quick Access
Toolbar, but it stays greyed out so that I still can't use it.

So, I have two questions.

1. Why isn't this option showing up in my Adjust tab? As far as I can
tell, that option should be there as a default for Word 2007.

2. Is there any way to customize the choices available on the tabs in Word
2007? I can add to the quick access bar, but not to the tabs themselves.

What do you mean by the Adjust tab? It is not on the standard Ribbon.
