With an picture modification program. infranview is one that some recommend
as is Paint which is on your computer now although it may not open your
file. It is called resizing and/or cropping. You do realize that 600 X 600
is a square picture.

It depends on what you start with and what you want to accomplish. Is it
bigger or smaller, did you want to crop it, stretch it, resample it? The
more complicated options will require an image editing software rather
than Microsoft Office Picture Manager
