Your answer is technically half-right. Depending on how permissions are set
up in the My Projects category, the process MAY require both steps to be
completed in order to change the project owner.
Kevin has all permissions in his organization, so he can
see all of the projects. However,in some organizations
the new project manager will not be able to see the
project to open it until someone makes him the new owner
(first step).
That's what I was talking about when I said Kevin was half-right. His
answer did not apply in all situations, as you have noted. Thanks for the
addendum.
