Change project owner

To change project owner do the following;

1. The new owner opens the project in MS Project
2. Then they need to republish
(Collaborate/Publish/Republish)
3. Check box "Become Manager of these assignments".

The "create new project in DB" is a permission and not
tied to the Project Owner. Just make sure the person
permission are set so they are not able to create a new
project.
