I would suggest changing Œ^$ to something that would never occur in real
typing. I use @@@@.
That Œ^$ means any Œ followed immediately by a letter. That should take care
of your apostrophes without touching your quotes.
Then do the Œ to ³ change.
Then change every @@@ to Œ.
And you should be home free.

Is this too simple a question? If so, I'm sorry. When I change the
singles to doubles, the apostrophes are changing too.
