This list control by the resources that are assigned to the project that have
project open privileges. So to add to the list add resources to the project
that are in the Project Managers Group.

Hope this helps

I noticed that you must open the project from the new Status Manager's
windows account.

E.g. if A is the first project publisher and then log as B on Project Pro,
he will not see B in the Status Manager list.

If he opens a windows session under B, then opens Project Pro, he will see A
and B in the list of Status Manager.

I spent 2 days to find this little detail!
Hope this will help the future readers...

The list of available Status Managers is defined by 2 rules:

1) The user who is currently logged in to Project Pro
2) Any user who is assigned as a Status Manager on at least 1 task in the
project schedule.

And, in order to become a status manager in the first place, the person must
open the project and set him/herself as a status manager of at least one
task.
