Change Text Direction

I do have a simple question (yet cannot regarding text direction. I do want
to change the text direction of a shape to vertical. However, the Change
Text Direction button is not displayed. When I try to add it, he disappears.
I tried Tools -> Options -> Regional Tab. But this one does not display.

If you want the text rotated then select the shape, from the menu
Window -> Show Shapesheet
click on the background,
Insert Section -> Text Transform
(it may already be added)
in the Text Transform section, set the TxtAngle cell to, say, 90deg.

Thank you for responding. However, I do not want to rotate the text by 90
degrees, but rather change the orientation much as below:

to, say, 1mm.
