Change the color of a few pages

I'm making a training manual for my students. And I want all the pages with
practice exercises on them, to be a different colour.

I can't figure out how to change the colour of different section of pages. I
have tried using section breaks, but when I change the page colour it still
effects the whole document.

You're correct, the page background color always affects the entire document.

For each individual page that needs a different background, insert a text box
while the cursor is in some text on that page. Right-click it and choose Format
Text Box. Set the Line to "No line" and set the Fill to the desired color. Click
OK to close the dialog. Drag the sides or corners of the text box to fill the
page, then right-click and choose Order > Send Behind Text.

Unless you have a photo printer that's able to print all the way to the edges of
the paper, you'll have a white border around the page. If that's unacceptable,
you may need to buy colored paper and print the exercises on that.
