Change Track Changes default options

Track Changes defaults to tracking format changes as well as substantive
ones. Is there a way to change the default to not track format changes so it
doesn't have to be changed each time I use Track Changes?

You can try turning it off in the normal.dotm template, and some
people find that it sticks. I find that it turns itself back on
anyway.
