Change WBS and ID# to begin at 0 (zero)

I am trying to get my project to start at WBS zero (0) without having to
manually edit it. I see an area to adjust the WBS codes, but I can't seem to
get it to change to zero here. Is there another area I'm missing? Any
assistance would be helpful. Thanks.

Example of the ordering of which I would like my project to look like:
0 Project Name
1 HR
1.1 Subtask1
1.1.2 Secondary Subtask1
2 Sales
2.1 Subtask1
2.2 Subtask2
2.2.1 Secondary Subtask1
3 IT
3.1 Subtask1
4 Marketing
4.1 Subtask1
4.1.1 Secondary Subtask1
4.1.2 Secondary Subtask2
4.2 Subtask2
etc.

NO REPLIES NECESSARY: Someone responded in an earlier post that the solution
is: Tools > Options > View > Show Project Summary Task (make sure this is
checked)

Saw your followup post but needed to respond to warn you that you're
painting yourself into a corner with your organizational approach. The task
list in Project is a deliverables oriented structure based on decomposing
the project's deliverables into smaller and small components until you
arrive at the individual task level. You're trying to organize it by areas
of responsibility, not by deliverables. What are you going to do if Task X
requires the coordinated efforts of someone from HR and someone from Sales
AND someone from Marketing, all working together as a team - where are you
to put it? A single, specific, observable, physical activity should be
listed once and once only so is this task X in the HR section or in the
Sales section or in the Marketing section? You have to pick ONLY one place
to list it, otherwise it becomes 3 tasks, not just one and the individual
parts of the task could get scheduled completely separately. See the
problem? On the other hand, if the Summary task was "Prepare Web Page Ads"
and the subtask was "Check Accuracy of Prices" requiring a resource each
from IT, Sales, and Marketing it all works out smoothly as just one thing to
schedule.
