change work days permission

Hi,

I want to ask that i was studying about change work days should be deny at
the organization level . to prevent user to change their working days . but
when we deny this permission at the organizational level then the link at
the "vew my tasks page" will disappear and this link is necessary to submit
for future planned holidays.

I want to know about is it necessary to deny this "change working days "
permission at organizational level . or i am confusing .
pls reply me in detail and soon
