changes not being saved in 2007

opening a file from Excel 2003 into 2007, after making changes and saving in
2007. Reopen file and changes have not been saved

It sounds as if you didn't save it to where you thought you saved it, or you
didn't reopen from where you thought you reopened it. Check again.
