changes to database while others logged on

Access 2000, as installed here, will not let the owner of
the database make ANY changes unless everyone is logged
out of the database. With Access 97, we could make
changes, add queries & reports while others were logged in
and working.

Is this Access 2000 issue just the way 2000 works or is it
a setting or option that we might have set wrong when
going to the new release?

That's just the way 2000 (and above) is.
