Changes to Document/Issue Noficiation in PWA 2003?

We have just upgraded to Project Server 2003 and we have
noticed that there are some changes in the notification
settings for Documents and Issues. Aparently, users have
to subscribe to each individual document library for each
project along with the issues and risks for each project.
It is great to have this additional flexibility. However,
there are many cases where the global notifications is
desirable (a la PWA 2002). Is there a way to accomplish
this in 2003?

We have about 200 projects in the server right now and
many of these have multiple document libraries. We would
rather not have to require our users to subscribe to
hundreds of document libraries individually. This opens
up the great chance for error and information to be missed
if a person forgets to subscribe to the documents for a
particular project.

Another related question, is there a way for a user to see
all his alerts across all projects, document libraries,
issues, and risks? It appears that alert lists are
limited to alerts only for that project?
