changes to user level security

If I use Visio Studio to create an installable application (which I've never
done before) I have a question that I'm can't seem to find an answer to.

Assuming I set up the initial user-level security, which I believe is set up
before altering the db, can the end user update / add / remove users from the
system as well as change passwords if need be?

Yes, as long as the end user has a user name that's a member of the admins
group in the secure workgroup.
