changing a footers absolute size and position

When I create a new document in word 2002, the top margin
of the header is positioned about 1/2 inch below the top
of the page. However, the bottom margin of the footer is
created at the bottom of the page and I cannot move it. I
can change the size of the footer and it will grow from
the bottom of the page.

the page setup menu from Headers and Footers that
specifies how far from the edge (top or bottom of the
page) does effect the header, but does NOT effect the
footer. there appears to be no way to move the bottom
margin of a footer from the bottom of the page.

Is there? If so, how?

The From Edge > Footer setting on the page setup margins screen is the
distance from the bottom edge of the paper to the bottom of the footer. The
footer 'grows' upwards from that point. This is the normal behaviour,
anyway.

bottom edge of the page the Footer is.

At least in my version (2002) of Word, this does not
work. No matter what the bottom margin is set to, the
bottom of the footer is at the page edge. As I mentioned
above, this behavior shows an inconsistency in the way
Word handles the Header and footer then. With the header
you CAN move the top margin away from the top of the page
whereas in the footer you CANNOT move the bottom margin
away from the page bottom.

The problem is that when I have a page border AND a
footer, the footer causes the bottom part of the page
border to not be visible.
