Changing a themed site's size by %

This is going to sound like a silly question, but where is the code for
tables in the themed templates? I'd like to change my site table sizes to
percentages in order to lay out better on screen resolutions other than
800x600. My client wants "bigger" but in 800x600, "bigger" looks awful.

Suggestions?
