Changing default duration of Calenders

I am trying to change the default duration of
appointments from 1/2 hour to fifteen minutes. I followed
the instructions outlined in Q198087. It does not give me
the option for 15 minutes. I tried rebooting but still 30
minutes is the shortest option.
Any ideas?

2000. ( I have tried on other desktops with 2003 and it
works)
