Changing Default Project Server workspace

I am able to save the Project Workspace as a template by doing the following
in PWA: Server Settings / Project Workspaces select the particular workspace
to be saved as a template. Select menu option to go to Project Workspace
site and select save site as template.

The issue is that I cannot select the new template as the default Project
Workspace in: Server Settings/Project Workspace Provisional Settings. The
drop down list only includes the default project workspace not the new
templates.

Also, I should note that I am using Project Server 2007 and SharePoint 3.0.
