We need to change the default Risk and Issue categories on PWS, can any one
point me in the right direction, I assume that there must be a Sharepoint
Services site template some where that needs to be changed.

I assume you want to do this for the whole site? In other words, you
want to change the template so that the Issues and Risks list items
are modified on all projects going forward? Here is a link that will

In my experience, the syntax on the stsadm commands you run at the end
of the process to register your new template are difficult, so here is
an example from a job aid I did for a client:
"stsadm.exe -o addtemplate -filename -title. *For example:
stsadm.exe -o addtemplate -filename c:\temp\newtemplate.stp -title
New. Note that the title cannot have any spaces in it.*
Also note that you cannot delete any required fields in your new
template. So, for example, if you don't use Deliverables, don't
delete it, just hid it from the Quick Launch menu.
