Changing Displayed Toolbars At Startup

When I start Outlook I get a couple of toolbars I don't like. (Like
right-clicking on the toolbar and turning it off.) But when I start Outlook
later that tool bar is back.

How do I configure the toolbars that are displayed on startup?
