The Excel 2003 viewer (XLView.exe) is available from
http://microsoft.com/downloads/details.aspx?FamilyId=C8378BF4-996C-4569-B547-75EDBD03AAF0
(some of the normal 'links' pages to the downloads appear to be a bit behind
in updating).
The viewer does keep track of the location of the last XLS file
it opens (i.e. when you restart the viewer it shows that open
location). If the viewer is associated with the XLS file type
then double clicking the file opens the viewer and resets the
'open' pointer.
The last location is stored in this key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\ComDlg32\LastVisitedMRU
You may be able to open the viewer by a shortcut to
say a batch file that sets the location then starts
the viewer as one option.

I notice they only have 2003 viewers for ppt and word but not excel and that
is one that we need. What I am actualy looking for is, when you open a
document I want it to point to a different location (like a network drive)
other than the "My Documents" folder. >>
