Changing mouse pointer when adding on-click behavior

I'm new to web page design, and am currently still reliant on Front Page for
my coding. I undestand how to add the Behavior of opening a new window
"on-click," but when I insert that, and then go to the website after it's
published, the mouse pointer doesn't change when it's over the link. The link
does open in a new window, but how does the person who's looking at the
website know to click on that item? For example, when I put my mouse pointer
over a link in a website it changes to a hand. I've tried changing to a hover
button, but then I can't figure out how to make it open in a new window.
