Changing owner of a project

HiHow can I change the project's owner without giving to
the new owner (the project manager) the permission "New Project" ?Only the
PMO has the permission to create New Projects in the portfolio. Theycreate
the project and will hand it over to the project manager.The project
managers have the Open and Save permissions.

When the PMO goes to the WEB Access tool, in project center, if
theyhighlight the project and if they click "Edit Project
Details" only people who have the grant to create New
Project permission appeared?

I am not aware of any way to change the Owner of a project to anyone who
does not have the New Project permission. Therefore, I would recommend that
you set the New Project permission to Allow for the Project Managers group,
and then make the creation of new projects a training and performance issue.
You will simply need to train your PM's not to create new projects on their
own, and then enforce this as a performance issue. Hope this helps.

Thanks Dale for your vision on this issue.
We proposed that the PMO will assign the project manager resource to the
project plan. Because the security rule for the Pm Category includes
'projects...they are a team member'
the project managers can Republish the project plan and take the ownership
of the project plan and assignments.
We will skip the explicit step to give the ownership to the project manager.
