Changing Permissions on 'MSys Tables' Object

I am running Access 2002 but my .mdw file is from Access 97. After doing
some searches I have realized there was a bug in it and that is why I am not
able to add new tables and queries unless I am the owner of the database. To
be able to do this I need to change the permissions on the MSys Tables
Object. How do I change the permissions on the MSys Tables object?
