Changing project manager

Hi,
We have had a change in project manager for a project. The Changes have been
reflected in Project Owner and project manager, and assignments republished.

The problem is that the old project manager can still save their old
project. We have the system set up (categories permissions) to not allow
other project managers to save other projects, only their own.

Why does it still allow the old project manager to save changes? Technically
they should not be.

Does the old project manager have an assignment in the project? That would
explain his/her ability to access the project, being in the Project
Manager's groups grants the right to open and save projects.
