Changing Project Managers

Doesn't changing the owner of a project within Project Server automatically
make that new owner the recipient of all task updates received from the
project team?

No, making that person the owner will grant Read/Write access to the project
if that person did not already have it (assuming the person is already a
member of the Project Manager group). That person must re-publish all the
assignments, checking the option to become manager of the assignments in the
Re-Publish Assignments window that appears.
