Changing Project Managers

I am a new PMO (Project Server) administrator. I have inherited a difficult
situation with a major project in progress. A program manager left the
company and all time sheets were being routed to him for approval. I can not
figure out how to re-direct the time sheets for several project under this
program to a new program/project manager. I edited each project, changing
the Owner, but this does not seem to work for resources assigned to the
projects when the previous PM left.

Any help anyone can provide is greatly appreciated.
