Changing Project Priorities

I am using Project Server/MS PRO 2007. SP1

My users want to have the priority field automatically re-sequence when they
adjust a priority of a project. For example I have 10 projects, priority 1
through 10...after a management meeting, they want to insert priority 10 to
between 2 and 3, becoming the new priority 3, all following priorities, now
move down one value. the old 3 becomes 4, 4 becomes 5....9 becomes 10.
They do not want to go into each plan and adjust the new priority values and
republish.
I think this leads to some sophisticated custom code that has to take into
consideration that once you change values, you have to publish the plans...I
could also think of a scenario, using reports, where I let them control their
priorities in a separate table, and then join that special priority table to
the project table in Project Server and generate a SRS report, or a Crystal
Report, that has the new priority...but they wont be able to use that number
in leveling opportunities. We are trying to stay away from customized code.
I am sure there is no 'out of the box' Project functionality that mimics
this, any thoughts or suggestions?
