Changing Regional Settings for Subweb being created for Project

Hi.
Is anyone able to change the default regional settings for the subweb
being created for Projects, from the default of Engligh (United
State), to someone else?
i can change it for each individual project, but would like to change
it for all future projects.

Also, if i do change it for a particular project, I am unable to
"Re-sychronise" the sharepoint site. I get the error
"Failed to synchronize users between Project Server and the selected
Windows Sharepoint services site. XML document must have a top level
element"
As soon as I change it back to English (United states), I can then
synchronise again.

Any help would be appreicated.
