changing security settings outlook 2003 service pack

Hi

I am having difficulty changing the macro security settings within outlook
2003. When I do tools macro-security there are no levels displaying for
security.Macros in outlook have also stopped functioning.

I am not sure but I thought this was to do with service pack 2 for
office2003 which I added recently. I read that this service pack can not be
removed you must remove office 2003. I removed all of the software included
on the first disk.outlook access etc, but left frontpage etc on other discs
untouched. I reinstalled disc 1 but the appears to be no difference.
I read somewhere that the administrator may have the settings on high as
default with no change allowed. I am the only one with access to this pc. How
do I change administrator setting in outlook? Would service pack I added have
done this? Do I need to remove the whole of office 2003 software to get back
to the original pre service pack state.? Any help much appreciated
