Changing the name of a Project Workspace

MSP2K7 SP1 w/Hotfix
Is there a way to change the name of a Project's Workspace after the
Workspace has been created? Or, if you create a seperate new Workspace, not
associated with a Project, can you change the name? if so How?

To simply change the name of a workspace do the following:

1) Go to the workspace
2) Go to Site Actions>Site Settings
3) Under "Look and Feel" click on "Title, description, and icon"
4) Change the name and click "OK"

Please can you tell me specifically what permissions settings are required to
allow someone the ability to access and change the workspace title,
description and icon?
