Changing the Project Owner/PM

Using the Project Center/Edit/Project Details view, the
PMs do not show up in the value list for Owner because
they do not have the "New Project" permission. Other than
allowing this permission is there a way to control which
resources show in this value list, or another method to
update the Owner field that will allow us to by-pass the
value list?
