Where exactly do you want to change the central admin URL? In the PWA administration interface? I'm not sure exactly how you'd go about this. There would certainly need to be changes made in both IIS and the appropriate SQL tables for project server and the Sharepoint db.
If you're going to set this up in DNS then you don't really need to change the central administration URL. Just give people the URL for the DNS A record that you've pointed to the IP address of the machine. That's the very nature of DNS - it tells computers looking for a specific resource (by name) to go to a specific IP address, regardless of the host (machine) name.
I'm also a little confused about why you're going to such trouble for the central administration site. That's not typically the kind of place that you send lots of people so a DNS entry for such a small audience is almost overkill. Maybe you could explain your circumstance more so you can get a better response. Sorry if this isn't much help.
