Changing Time Zones

I moved from East coast to West coast. When I change the system (date and
time properties) time zone, Outlook automatically changes every calendar
entry past and future by three hours. Even birthdays are now at 9pm the day
prior.

Is there a solution? Without starting over with a new pst file, how can I
change my system time zone effectively?

Export the calendar to excel or CSV and change the time to the new zone,
delete the old ones and then import the list again.
