Changing user interface language

I am English but live in Spain. I have just bought Frontpage 2003 and want to
change the user interface and help to English from Spanish. The Microsoft
website tells me to buy an MUI pack, but that does not have English on it. I
have changed all the language settings on the newly installed Frontpage but
it is still all in Spanish. Can anybody help_
