Chapter Numbering Not Recognized

Using Word 2002, I have a file with a section break on page 2. On page three, I
have a header that uses a style based on Heading 1. On this same page, I tried
to add a caption to a figure which included the chapter number. I was given the
following error:

There is no chapter number to include in the caption or page number. To apply
chapter numbers use the Bullets and Numbering command on the Format menu and
select a multilevel list style that is linked to the Heading styles.

But I don't want to use any of the list styles presented. I'm currently using
an Outline Numbered style such that Heading 1 styles do not have a number shown
with it. Headings 2 and 3 do have numbers.

How do I get the chapter numbers to be recognized by Word?

You have to give it a number to look for. Sections are not chapters. A
chapter number is the number, from outline numbering attached to the heading
style. If you're not numbering your level 1 headings, then Word doesn't know
which chapter you're in. You could use a SEQ field to improvise, amongst
other methods.
