Chapter numbering reverts to 1

When using Word 2003 for my book's manuscript, I set the chapter number manually by using Format|Bullets and Numbering|Customize|Start At.
This seems to work when setting figure numbers etc. However, when I send the document to the editors and they re-open it, the chapter number has reverted back to Chapter 1. Is there another switch to throw to get it to keep the custom number? Could this be a function of versions of Word?

Make sure that the heading styles are not set to update automatically,
and ditto for the template in the Tools > Templates and Add-ins
dialog.
