Chapter Numbers

I am telling my page numbers to include the Heading 2 chapter number. The
page numbers look fine (1.1-1, 1.1-2, etc.) but the Heading 1 level does not
show up correctly in the Table of Contents. If Section 2.0 is on Page 2.1-1,
the Table of Contents says it is on Page 1.1-2 (the previous page).

How can I get the page numbers to work correctly in both the page numbering
and the Table of Contents?

Do you have manual page breaks between chapters? If so, the page breaks take
on the formatting of the first paragraph following (presumed to be your
Heading 2), which could confuse the TOC. You can avoid this by formatting
Heading 2 as "Page break before."

We did try page breaks and section breaks but they are before Heading 1 and
not Heading 2.

A chapter page looks like:

2.0 PURPOSE Heading 1
2.1 Background Heading 2
paragraph

Also look for empty paragraphs that may be styled as heading 2. An easy way
to check is to switch to outline view and show only the first two levels.
The wrongly styled empty paragraphs will stand out. I generally go back to
page layout view to delete or change them. Just put you cursor in the
paragraph you want to change and switch back to page layout view.

If I use Heading 1, then my page numbers will not show the subsection
numbering (2.1-#). If I use Heading 2 to get the correct page number, then I
get the wrong page number for the first heading in the TOC.
