Character Errors with many European languages

As the subject says, I'm having problems getting certain characters from
European languages to display properly in Visio 2002 Standard. Visio will
display the standard Latin characters fine, but will choke on many
non-standard ones in languages like Turkish and Hungarian, displaying a
question mark in the document rather than the actual character. In the case
of Bulgarian, the _entire document_ consists of question marks as Visio won't
recognize a single character. I've tried every different format imaginable,
installed a MultiLanguage pack for Windows, and am basically out of ideas.
If anyone out there has experience with this issue and could lend a hand, I
would be eternally grateful.

My only guesses are:

1. Isn't there some sort of "support for eastern european languages" check
box in the Windows install? (You can get to this via Control Panel > Add or
remove software, then it's in the left panel of the dialog)

2. Could it be a font issue? If these characters aren't in the font, then
you'll get garbage for text.
