Character Set and SEO

With each new page, my version of FP2000 generates in the <head>:
<meta http-equiv="Content-Type" content="text/html;
charset=windows-1252">

I've noticed many sites without the Character Set specified. What is the
impact if this is not specified in the header? What impact does this
have on Search Engine Optamization?
