characters and symbols change in email attachments sent in Word

When sending a MS Word letter as an email attachment, the receiver at the
other end opens it and certain symbols or characters change to something
else. For example, the " " symbols change to an a or an o. The receiver
then emails that document back and it looks nothing like the original letter
we attached to the email. Is there some way, other than by scanning the
original letter to control how it looks when opened?
