Characters change when viewed in browser

I received a Word file from a windows environment. The file looks as
it should on my Mac G4 dual 1 Ghz running Office 2004. When I save
this file as a web page the word .htm file also appears normal but when
the .htm file is opened in a browser like Safari some characters have
changed. Bullets have become a character that looks like a "Z" and
apostrophes are now an 'i" with an accent. Is there a way to adjust
the original file so that the web page view is as it appears in the
original file?

Word's idea of "save as web page.." is rather unusual. View the image
source in Safari if you don't believe me. It is not so much a web page
as a bunch of XML that can be displayed by a browser and still be eaten
by Word to create a fairly full featured standard Word document.

You have probably fallen victim to the text encodong default in Safari
-- fiddle with it's view » text encodings.

If that does not fix it, experiment with the options in Word's save
as.. panel » save as html » web options...

I'd try setting that to UTF-8 and your Safari view options to the same.
That possibly has the least chance of getting tangled up with the
encoding of the original PC Word file.
