Chart including years with no payments

My values on the (Y) axis scale settings are a Maximum of
$50,000, a
minimum $0, major unit $5,000.
And the category on the (X) axis scale is a yearly sum of
all
payments. However, if there is no payment for any one-
year, that year
will not be displayed on the bar chart.
Is there any way that all years could appear on the chart
including
the years in which there are no payments, and if there are
no
payments, the bar chart will show a zero value?

In other words:
Is there any way I can set a major unit or minor unit at
the category
(X) axis scale, like the value (Y) axis scale?
