Chart Increments & Reduce Crowding

I have a chart that starts incrementing at 5,000. Is there a way t
truncate say between 0 - 25,000 (and perhaps show it as a broken ba
graph, like other graphing programs can do)? If not, is there at leas
a way to make the increments larger?

Also, I am putting the value labels on the top of each bar. They ar
extremely crowded and overlap each other, even when I make the fon
tiny. Any suggestions?
